approval for use of quotes and 'case studies'

Does anyone have a definitive guide to when you can or can't use famous quotes in a non-fiction book (one or two sentences which are in the public domain?) without having to seek the spokesperson's approval? I have researched various views, but nothing concrete. Also, wanted to check on rules of using 'case studies' and when you need written approval.
