Fork in the road

So, I’m writing an alternate history novel where the Nazis capture Europe, and Russia captures northern Asia, and Japan captures the pacific, and the USA, Canada, and Mexico have all formed a strong alliance. However, in 2013 the peace is disrupted and the USSR invades Alaska.

And I’m struggling between 2 different ways to write it. 1. Just include military tactics and movements with little character on character conversation. 2. Have it take place from the point of view of an American soldier in the USSR, trying to give future Russian movements to the USA.

What should I do?
